Chair: Jennifer de Graaf
Recorder: Cathy Garrett
Attendees: Denise Bradley, Thomas Brown, Jennifer Correia, Jennifer de Graaf, Cathy Garrett, Janet Gracyk, Kerri Liljegren, Douglas Nelson, Chris Pattillo, Steven Quinones-Colon, Linda Van Fossen

Mark your calendar for the next meeting: Tour of Sacramento on May 7, 2011

Prior to the meeting, while it was still light outside, our hosts Rob Thomson and Jennifer Correia of the Presidio Trust gave us an introduction to the history of the various parade grounds at the SF Presidio. Jennifer then toured us around the outside of the Disney Museum that adaptively reuses Building 104.

  1. Chalet Recreation Field Report

Steven Quiñones-Colón has donated his time to photograph the Chalet Fields for the HALS documentation. He circulated copies of his beautiful photographs. They very effectively capture the character of the place. The current status of the HALS recordation is that the history is complete and the drawings are underway. Janet Gracyk is working on completing the drawings for the HALS submittal.

The EIR kickoff meeting for the Chalet Fields is set for February 16. There will be a public comment period.

  2. Berkeley Women's City Club Report

Chris Pattillo showed the group the status of the near complete HALS drawings. Gretchen Hillyard, recently of SPUR, is preparing the historic narrative, which is currently in draft form. There was consensus that Steve Quinones-Colon do the photography and be paid for his services.

  3. Park Merced Letter

Janet sent out the HALS group's letter in support of the protection of the Thomas Church landscape at Park Merced. Other organizations including CPF and the NTHP also sent letters.

  4. Roeding Park

Chris Pattillo provided an update on the city process of approving the zoo expansion within Roeding Park. The city is both the applicant and the reviewing body. To date the park preservation advocates have succeeded in forcing the city to prepare not just CEQA but NEPA documentation. The second round of public hearings has not been scheduled.

  5. Partnerships

The possibility of joint meetings was discussed. Candidates are CGLHS, CPF (via their Advocacy Chair), ASLA, SICA

  6. HALS Officers

The group resoundingly thanked the departing officers for their excellent work. They are

    • Janet Gracyk - Chair
    • Jennifer de Graaf - Minutes Secretary
    • Chris Pattillo - Meeting and venue organizer

    The new officers are

    • Jennifer de Graaf - Chair
    • Cathy Garrett - Minutes Secretary
    • Janet Gracyk - Meeting and venue organizer

  7. Announcements

Chris Pattillo suggested a new "HALS Heroes" program. In it a stipend of $1000 will be given to unemployed or underemployed landscape professionals or students to prepare a HALS documentation consisting of the following:

    • 2 sheets of Existing Conditions Plans and a cover page, minimum
    • Sufficient research to prepare the Statement of Significance that appears on the Cover Sheet.

She suggested that donations be made by firms, who will receive recognition as sponsors. These firms are expected to provide base drawings in electronic format and any available historic information they have about the properties.

Chris Pattillo agreed to write up the requirements for applicants of the HALS Heroes program. First priority is give grants to our membership. Outreach to other possible groups were suggested; UC Extension (JC Miller), UC Berkeley (H. Kaplan-Prentice), the CPF annual conference (Santa Monica May 2011).

  8. Motion

Establish a new HALS Heroes program. Submissions should be made to the Grant Committee, who will review applications and make recommendations to the membership.

    Unanimously approved.

  9. Tour of Sacramento

Janet is organizing a Saturday tour of sites in Sacramento for our next meeting with a view to attracting a broad spectrum of attendees including many from related organizations.
